中化建國際 （以下稱為″招標(biāo)代理機(jī)構(gòu)”），的全資子公司，受中海殼牌石油化工 （以下稱為″招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as ″the Procurement Agency”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.
1. 招標(biāo)條件 Preconditions for Solicitation
項(xiàng)目概況：中海殼牌石油化工 （以下簡稱″中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

主要技術(shù)規(guī)格：順磁氧分析儀測量原理采用順磁式。性能應(yīng)滿足下列要求：線性誤差不小于1%FS；重復(fù)性不小于1%FS；響應(yīng)時(shí)間T90小于10S；零點(diǎn)漂移不大于0.5%/月；分析儀帶顯示和操作功能。
Main Specifications:The principle of measurement of paramagnetic oxygen analysis instrument is paramagnetic. The performance should meet the following requirements: linear error is not less than 1% FS; Repeatability of not less than 1% FS; Response time T90 is less than 10S; Zero-point drift is not greater than 0.5% / month; The analyzer has display and operation functions.

3.對投標(biāo)人的資格和業(yè)績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder
A.如果投標(biāo)人為中國境內(nèi)注冊公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
如果投標(biāo)人為中國境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
投標(biāo)人為 的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權(quán)書（授權(quán)該 投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
招標(biāo)人認(rèn)可該 和上級法人單位的資質(zhì)、資格和業(yè)績，不認(rèn)可同一上級法人單位的其它 的資質(zhì)、資格和業(yè)績。 與上級法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B.不接受代理Bid by an agent is not acceptable
投標(biāo)人應(yīng)為所投產(chǎn)品（順磁氧分析儀系統(tǒng)）的制造商，集成商視為制造商。如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商。
Bid by Agent is not accepted.The bidder shall be the manufacturer of the products (Paramagnetic oxygen analyzer system ), the integrator considers the manufacturer. If the bidder is a wholly-owned or holding subsidiary of the same group as the manufacturer responsible for the sales of the products being tendered (the bidder shall provide a certificate from the manufacturer or its superior company to prove the above matters), the bidder shall be regarded as the manufacturer.
C. 是否接受聯(lián)合體投標(biāo)：否
Is any bid by a consortium or a joint venture accepted? No.
D. 未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以
Can a bidder participate in the bidding without purchasing the Solicitation Document? No.
（2）資質(zhì)要求Qualification requirement：
投標(biāo)人所投順磁氧分析儀本體應(yīng)取得防爆檢驗(yàn)機(jī)構(gòu)的有效期內(nèi)的防爆合格證書，證書中應(yīng)體現(xiàn)一區(qū)防爆、氣體防爆等級不低于IIB+H2 T4、滿足粉塵防爆，防爆合格證書應(yīng)由NEPSI、CQST、PCEC、IECEx、ATEX之一或國家認(rèn)可的其他防爆檢驗(yàn)機(jī)構(gòu)出具。
The paramagnetic oxygen analyzer proposed by the bidder must obtain a valid explosion-proof certificate from a recognized inspection authority. The certificate should specify Zone 1 explosion protection, a gas explosion-proof rating of at least IIB+H2 T4, and compliance with dust explosion protection. The explosion-proof certificate must be issued by NEPSI, CQST, PCEC, IECEx, ATEX, or other nationally recognized explosion-proof inspection organizations.
（3）業(yè)績要求Requirement for Bidder's Past Performance:
2015年1月1日至投標(biāo)截止日(以合同簽署時(shí)間為準(zhǔn))，投標(biāo)文件應(yīng)同時(shí)滿足以下業(yè)績要求：
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements：
①投標(biāo)人所投順磁氧分析儀的制造商應(yīng)具有至少2個(gè)合同的順磁氧分析儀的供貨業(yè)績,且單個(gè)合同不少于5臺(tái)。
①The manufacturer of the paramagnetic oxygen analyzer tendered by the bidder shall have a supply performance of paramagnetic oxygen analyzers in at least 2 contracts, with no fewer than 5 units in each individual contract.
②投標(biāo)人應(yīng)具有至少1個(gè)合同的氣體分析儀系統(tǒng)集成的供貨業(yè)績。
②The bidder shall have supply performance in at least one contract for gas analyzer system integration.
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的順磁氧分析儀的業(yè)績，視為投標(biāo)人所投順磁氧分析儀的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投順磁氧分析儀的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the paramagnetic oxygen analyzer submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of paramagnetic oxygen analyzer submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the paramagnetic oxygen analyzer submitted in this bid and the manufacturer of the paramagnetic oxygen analyzer meeting the above performance requirements belong to the same group.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：銷售合同復(fù)印件。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: Copies of sales contract.
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、項(xiàng)目所在地、① 中體現(xiàn)順磁氧分析儀數(shù)量及順磁氧分析儀制造商名稱、②中體現(xiàn)氣體分析儀系統(tǒng)制造商名稱。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); name of goods, the location of the project, the number of paramagnetic oxygen analyzer and the manufacturer's name of the paramagnetic oxygen analyzer is reflected in ①, the manufacturer's name of gas analyzer systems is reflected in ②.
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下，提供1個(gè)或以上的訂單及與訂單對應(yīng)的到貨驗(yàn)收材料，均視為1個(gè)有效業(yè)績。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均被視為無效業(yè)績。
Failure to submit the past performance certification documents, or inability to verify that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

從2025年11月11日開始至2025年11月18日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)(）的″招標(biāo)公告”頁面進(jìn)行購買。
Bidders are requested to log in to the "招標(biāo)公告" (Notice of Procurement ) page of the CNOOC Procurement Operation System () to purchase the Solicitation Documents from November11, 2025 to November 18, 2025.

For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注冊公開招標(biāo)" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.
投標(biāo)人須在線填寫″ 支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為人民幣200元或25美元，售后不退。文件發(fā)售費(fèi)用用于印刷和郵寄招標(biāo)文件/資格預(yù)審文件。有郵寄需求的請?jiān)谥Ц稌r(shí)備注收件人相關(guān)信息。
The bidder is requested to fill in the "購買招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents.
